Direct Observation will be done under the following circumstances:
A second specimen will be collected under direct observation when an initial specimen is invalid, fails to meet acceptable temperature requirements, there is evidence of tampering, or there is evidence of substitution.
New Observed Collection Procedure:
The observer in an observed collection will ask the employee to raise and/or lower clothing and turn to face the observer in such a way the observer can determine the employee is not concealing a prosthetic device*. Once the observer has determined there is no device, the employee may readjust clothing before continuing with the observed collection.
An employee who fails to comply with the observers instructions during a direct observation, possesses or wears a prosthetic device* that could be used to interfere with the testing process, or admits to the collector that he/she adulterated or substituted the specimen will be deemed to have refused the drug test.
*Prosthetic devices are devices used to mimic human anatomy that contain a substitution sample and are used to “fool” an observer during direct observation of a specimen collection.
Employers:
If you receive a drug test result indicating an employee’s drug test was cancelled because it was invalid and that a second collection is required under direct observation, you must ensure that the collector conducts the collection under direct observation.
Effective November 1, 2008
All return to duty and follow up tests must be collected under direct observation.
Employers:
You must also direct a collection under direct observation if the drug test is a return-to-duty test or a follow-up test. As of November 1, 2008: All return to duty and follow up tests must be collected under direct observation.

Enhancements to the MUST Drug and Alcohol Screening Program are:
A reduced drug testing fee of $43.00
Random Testing
All random tests require an additional screening that consists of a Breath
and Alcohol Test (BAT). For a minimum of 5 individuals at the contractor
location, fee for random testing is $55.00
BAT Services performed at a collection facility for 4 or less individuals
is $73.00

All the new "MUST Safety Program Cards" have been mailed as of August 10, 2005.
The cards have the participant's Union and Local number and/or affiliation displayed on it. In addition, to protect our members’ privacy and meet legislative needs, the participant’s Social Security Number has been replaced with a random ID number.
Once participants receive the new card, they should destroy the old card and use the new one. Participants should utilize the randomly selected number to access the MUST Safety Program including logging into the computer to take safety modules. The individuals password has not changed.
