MUST Safety Program
Frequently Asked Questions
Q. What is the MUST Safety Program?
A. Management and Unions Serving Together (MUST) is dedicated to making a zero-injury career a reality. To help achieve this goal, the MUST Safety Program provides standardized drug and alcohol testing and safety awareness training that is documented and verifiable from a single database.
Q. How does an Organization participate in the MUST Safety Program?
A. The first step is to register. ALL organizations must complete an application even if they previously participated in Safe2Work. Download the “MUST Safety Program Application” form at www.mustonline.org . Complete all fields of information and FAX to 248-352-9814. The MUST office will return a confirmation once all information has been verified and the application is approved.
Q. What are the requirements of participating in the MUST Program?
A. MUST Projects adhere to requirements outlined in the “Drug Testing and Alcohol Screening Policy” and “Safety Awareness Training Policy” available for review at www.mustonline.org.
Q. Who is eligible to participate in the MUST Safety Program?
A. The MUST Safety Program is available to companies in good standing and signatory to a collective bargaining agreement with a union historically affiliated with the Building and Construction Trades Department, AFL-CIO, or other companies not performing craft worker tasks on MUST Projects.
Q. How much does it cost to register?
A. There is no cost to register for MUST members. There is a $350.00 Annual Usage Fee for non-members.
Q. How much does drug testing cost?
A. Cost for urinalysis is $43.00 at an approved site. Drug testing is now an annual requirement plus random screening. Random screening includes a Breath Alcohol Test at an additional costs of $12.00 if it is done at a MUST jobsite with 5 over more individuals. Testing for 4 or less individuals for a Breath and Alcohol Test is an additional $30.00.
Q. How is my company billed for services?
A. Drug testing and training vendors each bill your organization monthly. Safety Training is billed electronically, while drug testing services are billed through the postal service.
Q. What if my company receives an invoice when a “Fund” should have paid?
A. Contact your local union to find out who your fund administrator is to resolve billing disputes.
Q. How do I obtain the correct MUST Drug Testing Custody and Control forms (COC)?
A. COC forms will no longer be distributed directly. COC forms will be held by each collection site and will not be available to employers or others who authorize tests. Instead of a COC form, the employee is to be given an Authorization Form obtained from the MUST website. All drug tests will be authorized on line by your MUST account report manager.
No other custody and control forms are accepted by the MUST Safety Program. Drug testing completed via other programs not having reciprocal agreement with MUST will not be recognized.
Q. How do I authorize a drug test for my employee on-line?
A. Effective, January 1, 2008, Report Managers will simply log onto the MUST website as an authorized user for your company account and access the menu option “Drug Test Authorization and Billing.” The Report Manager will print an Authorization Form, and give the Authorization Form to the employee to take to a collection site. The Authorization Form may also be faxed or emailed to the employee. During this process the company will also specify whether the invoice should be sent to the company or to a Drug Fund for payment. Companies who improperly direct an invoice to a Drug Fund will be assessed a re-invoicing fee.
Q. Where can I find an approved drug testing collection center?
A. Approved collection centers are posted on the MUST website. All Concentra facilities are approved collection centers. The complete collection site listing will be available on the MUST website during, mid-December. Effective, January 1, 2008, Quest sites will no longer be available for use with Kroll.
Q. How long does it take for a drug test to be posted on the MUST Website?
A. It can take anywhere from 24-72 hours for test results to post.
Q. Why is it so important for an organization to maintain accurate information in the MUST Safety Program database?
A. All billing and Fund eligibility is generated from fields of data for each employee in the database. Random drug and alcohol testing also relies on accurate project assignment data. It is essential that Report Managers frequently update their database with changes in personnel – i.e. add/edit/delete persons, change of MUST project assignment, etc. Each organization or company is responsible to update their own data in a timely fashion.
Q. How much does the online training cost?
A. Online Learning Modules by PureSafety each cost $4.95 to complete. There are 18 modules based on topics from the OSHA 30 Hour Outreach Training Program.
Q. Will the MUST Safety Program also recognize other accredited training, licenses, and certifications that can be documented on an employee Report Card?
A. Yes! Employers and organizations that sponsor accredited instructor led training, licenses, and certifications need to follow guidelines outlined in the “Reciprocal Credit Guidelines ” (www.mustonline.org). Recognized programs may grant reciprocal credit toward the 18 Learning Modules. MUST will bill the Employer a $1.00 administrative fee to update a person’s report card for each approved training course, license, or certification. There is no charge for MUST Members.

Q. What if my computer is not equipped for sound or the volume is turned off?
A. If your PC is not equipped for sound or the volume is turn off, courses are still timed by the narration. The only progress you'll see is text bullets appearing and you will need to wait until the narration is complete to advance.
